The OP Stack ships with a hard-coded 2 second sequencer interval, which is what the Optimism Foundation sequencer commits to; the L2 only produces a new block when that timer fires, even on empty traffic. Settlement is on Ethereum via blob calldata after Dencun. Measured by holding a persistent `newHeads` WebSocket against the public Optimism sequencer RPC and reporting the inter-arrival delta.
